André Murphy, Chief Executive Officer

CAPT (Ret.) Murphy is the Chief Executive Officer and Co-Founder of Captain and Commander, LLC and provides security, compliance and assurance services across maritime, government, and commercial verticals. He previously served as the Senior Federal Technical Strategist to CrowdStrike’s Chief Technology Officer. Performing Federal CTO duties, he led company strategic initiatives across product, engineering, Governance, Risk & Compliance (GRC), sales an marketing groups to better align the CrowdStrike Platform with strategic priorities and aided CISOs across Federal Civilian, DoD, and Intelligence Community with achieving cybersecurity objectives and mission outcomes. André retired from the U.S. Coast Guard in 2023 after serving as the Chief Information Security Officer. He capped off his 26-year military career by leading initiatives to mature the Coast Guard’s Cybersecurity Strategy, developing cybersecurity policies and standards to manage enterprise information security risk, establishing cyber governance bodies for the service’s information security program as well as co-chairing a committee to steer Zero Trust projects. He previously provided cybersecurity and mission assurance serving as the Information System Owner and Program Manager for the Coast Guard’s Combat Management System. He led risk assessments to minimize residual risk using the NIST Risk Management Framework enabling the CG to use the system to interdict over $640M in illegal narcotics.

Matthew Gray, President

Matthew Gray is a senior cybersecurity and maritime security leader with more than 26 years of operational, technical, and strategic experience across the U.S. Coast Guard and federal mission spaces. A retired Commander, USCG, Matthew has built a career at the intersection of information technology, maritime law enforcement, physical security, and cyber defense, leading complex initiatives that strengthen national security and organizational resilience. Throughout his Coast Guard service, Matthew held progressively senior roles in major IT initiatives, cyber services and compliance, and maritime law enforcement, overseeing teams responsible for leading the creation and sustainment of operational software while managing teams who safeguarded US infrastructure. He has unique experience leading multidisciplinary teams through modernization efforts, security transformations, and enterprise level initiatives.

As the President of Captain and Commander, Matthew is the lead project officer and head of business operations where he applies his deep expertise in maritime security, cyber risk, IT operations, and organizational resilience to help the commercial and federal space in understanding and strengthening their security posture.
